How much should I offer for the attached smoker?
Besides the exterior rust, it needs new racks and some welding.
Should I just pass on it?

I would offer about 150.00 maybe 200.00. To be honest the cooker looks like it needs a lot of work and material is not cheap right now. Being that they evidently used it as a charcoal grill in the cooking chamber you may want to see how much metal the belly still has. If they left coals in it the chances of the bottom being thin are real good.
