Sometimes you can find tanks that have failed pressure testing... Harder to find, but that would be my preference. Those brave enough to cut into them often use used/retired propane tanks. As far as I know, butane ain't used as much as propane down here.

Re: used or reject butane tanks
Mine was a condemned tank. Means that it could no longer be legally refilled.
Several reasons, rust beyond limits, removed data plate. Mine was due to a missing/removed data plate. Tank itself was just fine. You have to call around to the propane sellers and ask if the have any condemned/junk tanks for sale.
Now if your talking about buying new never been filled with a gas?
of course you can. Thats how people get tanks at their house.
but its $$$$$$$

Re: used or reject butane tanks
Reject tanks are used all the time. Lang used to buy new tanks that were rejects from a tank manufacturing company for their pits. They now use rolled steel.
Just be careful cutting a used tank, if you don't know how, take it to someone that does. It can be very dangerous.
