rust on pipes

My supplier sold me pipe that from here in the NW (surprise) has rust on the steel. Once its completed, do you think I need to sandblast it before seasoning the pit? I ordered the remaining materials so next week it will be time to weld it up.

When possible I have inside and outside blasted before getting painted.
