with or without seeds?

I just bought every type of dried chile pepper that my supermarket sells to make some chile powder. My question is grind with or without the seeds? I have searched the net and some say get ride of the seeds they are bitter, others say its part of the powder and grind the whole thing. Whats the norm here for this?

I have usually ground with seeds - just a personal preference I suppose.

As can be drawn from previous statements,
That would be dependent on how hot you want it ...

Caveat that with, if yet gonna steam the pods to make enchilada sauce (better than making it outta powder) then scrape out the meat to make a paste and discard the skins and seeds.
